Poverty, according to the United Nations definition, is not being able to provide for the basic necessities of life, necessary to be able to live a decent life. Primary necessities are clean and drinkable water, food, clothing, housing and healthcare. Poverty arises in the event of a (chronic) shortage of means of payment or exchange for certain people, as a result of which the purchase of necessary means of subsistence falls outside the reach of those persons.
